EL CAJON, Calif. - A 14-year-old boy testified Tuesday that he had sex about 300 times in the past year and a half with his karate instructor, who faces 30 counts of child molestation.

The testimony came at a preliminary hearing to determine if there is enough evidence to order Eric Dylan Protas to stand trial.

The 38-year-old La Mesa man who owned and operated the Allied Gardens School of Martial Arts on Waring Road is in custody in lieu of $800,000 bail.

Measure sets longer prison sentences, tougher parole conditions and targeted treatment for sex offenders

The 49-year-old banker and father of two from Scripps Ranch remembers showing up in Rancho Bernardo to search for a teenager he didn’t know. He remembers seeing more than 1,000 people standing in the rain and being bowled over by the shared purpose of wanting to bring Chelsea home.

Key elements of Chelsea's Law

One strike: Violent sexual crimes against a person under 14 carry a sentence of life in prison without the possibility of parole.

Forcible sex crimes: Depending on circumstances, the sentence could be 25-years-to life.

Lifetime parole: Habitual sex offenders to be monitored with GPS for life; others will have to wear tracking systems longer, depending on the crime.

Parks: Sex offenders on parole can not enter parks. They can be in parks once released from parole.

Containment model”: The state will use this more costly system, which includes intensive treatment, monitoring and polygraph tests, to reduce risks of recidivism.

Evaluations: Sex offenders are evaluated for possible identification as a mentally disordered offender. Under previous law, the offender could escape the label if the two evaluators disagree. Under the new law, a split decision by evaluators would still result in the case moving to the hearing phase instead of stopping.

Internet postings: Registered sex offenders will have their risk assessment scores posted on the Megan’s Law website, meganslaw.ca.gov

July 31, 2010 (Washington D.C.) – Congressman Bob Filner has announced the US Department of Justice awarded $320,403 for the San Diego Internet Crimes Against Children Task Force.  These funds will pay for two SDPD detectives, a San Diego County detective, a Chula Vista Police  detective and a District Attorney Investigator.  Together they will investigate crimes using the internet to sexually exploit children. The Task Force was developed in response to an increasing number of children and teens using the Internet, the abundance of child pornography and the heightened online activity by predators seeking unsupervised contact with underage kids.
 
300 Registered Sex Offenders Visited PDF Print E-mail

State, federal and local authorities joined forces this week to check on about 300 registered sex offenders, the largest single-day Megan's Law compliance sweep ever conducted in the county.  During the Wednesday sweep, dubbed "Operation Watchdog," authorities arrested nine people for probation and parole violations. The eight-member team from several regional law enforcement agencies is charged with tracking the county's approximately 4,000 registered sex offenders. Wednesday's high-profile sweep, which involved 110 officers and deputies, sent registered sex offenders a forceful message.  Most of the registered offenders targeted in Wednesday's sweep were found to be in compliance with their registration requirements.  Overall, the county has a 97 percent compliance rate.

SAN DIEGO — A 33-year-old man is facing a federal sex-crimes charge in connection with the forced prostitution of a 16-year-old San Diego girl, whom authorities say he threatened to kill if she tried to leave him.

 

Charles Daun Hamilton of Oakland was indicted by a federal grand jury in San Diego last Thursday on one count of sex trafficking of children by force, fraud or coercion, said Assistant U.S. Attorney Alessandra Serano.

 

Hamilton is accused of forcing the girl to work for him as a prostitute from April to June. According to court papers, he first met the teen, who was on probation and had been a runaway for seven months, at a hotel in Mission Valley on Easter Sunday.

 

Prosecutors allege he took her to two different hotels, where they met with two other women who were also working as prostitutes for him, before they drove to a home in Spring Valley to get Ecstasy pills.

 

They both took the drugs and then went to a hotel in Pomona, where Hamilton had sex with her and then put the girl to work performing sex acts for money, according to the complaint.

 

Prosecutors say Hamilton traveled with the girl from Pomona to Claremont and eventually to Oakland, where at one point they stayed with his parents before returning to San Diego.

 

They were accompanied at various times by other women who also worked for Hamilton as prostitutes, according to the complaint. One of them brought along Hamilton’s 16-month-old child.

 

According to court documents, the girl also was instructed to post pictures of herself on the Internet to advertise her services.

 

The girl said she told Hamilton she was afraid to continue working as a prostitute but he begged her to “just do it for me.” She said she wanted to leave but was afraid he would hurt her or kill her.

 

The girl was arrested June 9 on El Cajon Boulevard after agreeing to perform sex acts with an undercover police officer, authorities said.

Another woman, who was arrested in the same operation and was also working for Hamilton, told detectives she had been homeless and traveled to San Diego with the pair from Oakland.  Read More
